onsumer advocacy groups are pushing back against new rules that all but ban insurance schemes covering 100 percent of healthcare claims, thereby requiring that policyholders pay a portion of treatment bills out of pocket.

“Health insurance products must incorporate a [coinsurance] scheme for outpatient services and inpatient services,” Financial Services Authority (OJK) head of insurance, guarantee and pension funds Ogi Prastomiyono told a press conference broadcast live on June 2 to explain the changes specified in a recent OJK circular.

Tulus Abadi, chairman of the Indonesian Empowered Consumer Forum (FKBI), criticized the new policy as being overly favorable to the insurance industry and undermining consumer rights.

He warned in a press release on Thursday that it could dampen public interest in purchasing insurance and further hinder already low insurance penetration in the country.

The Indonesian Consumers Foundation (YLKI) also called on the OJK to review the regulation, arguing that it introduced uncertainty and imposed an additional burden on customers.

“This clearly disadvantages consumers who have already entered into contracts with insurance companies,” said YLKI executive secretary Rio Priambodo on Wednesday, as quoted by Kontan. “Midway through their policy, they are forced to accept changes that are neither beneficial and tend to be detrimental.”
