he government has reiterated that it is committed to accelerating the extension of the Whoosh Jakarta-Bandung high-speed railway (HSR) to Surabaya. However, experts have warned that the train’s heavy losses could make the expansion a risky move and a significant burden on the state budget.
Coordinating Infrastructure and Regional Development Minister Agus Harimurti Yudhoyono outlined plans to proceed with the extension during a coordination meeting on Tuesday, stressing that it was part of President Prabowo Subianto’s key priorities.
“This will be a game changer. If the Jakarta-Surabaya HSR can be realized [...] it will not only improve intra-regional connectivity, but also boost the local economy,” he said.
Agus emphasized the urgent need to finalize the revision of the presidential regulation (Perpres) for the project, as well as the issuance of a government regulation to mitigate potential issues during both the construction and operation phases.
National Economic Council (DEN) chairman Luhut Binsar Pandjaitan said in May that the Perpres “must soon be issued” to support the project, adding that “China is waiting”.

Meanwhile, the state-owned enterprises (SOEs) consortium involved in the operation of the Whoosh, PT Pilar Sinergi BUMN Indonesia (PSBI), recorded Rp 4.19 trillion (US$258.6 million) in losses last year, according to the financial report of state railway company PT Kereta Api Indonesia (KAI).
