rivate companies and state-owned enterprises (SOEs) are expected to shoulder part of the government’s Rp 24.4 trillion (US$1.5 billion) consumer stimulus package aimed at temporarily spurring household spending.

Toll road operators were asked to “voluntarily provide toll discounts and bear the financial” burden, Indonesian Toll Road Association secretary-general Kris Ade Sudiyono told The Jakarta Post on Wednesday.

“We should have been involved in the policy’s discussion, including regarding its impact and the compensation mechanism if the incentive is not borne by the state budget,” said Kris, suggesting that toll road businesses were not involved in the policy formulation and offered no compensation.

The promised 20-percent toll discount for 110 million drivers, set to remain in place over the school holiday period in June and July at a cost of Rp 650 billion, is one of two of the stimulus package’s five pillars that are not funded by the state budget.

Finance Minister Sri Mulyani Indrawati said in a press conference on Monday that the Public Works Ministry had issued a circular on the program and that the toll road business entities would shoulder the cost.

“We have been monitoring [the toll road entities’] business calculation,” said Sri Mulyani, “paying attention to whether their business viability would remain good with the discount [in place]”.
